Wierd Widget/Notice Problem?

Hey Guys and Gals,
I have a question. I've added an advanced HTML widget (just a basic image link) to the top of my forum and I did have the cookie notice on as well.

Now my HTML widget is sliding and I'm not sure why. I turned off my cookie notice so I'm not sure what the heck is going on.

How did you go about adding the widget? through the xfrocks framework correct?
