XF 2.0 Why two approval queues?

I am a bit confused as to why there are two approval queues. One under Moderator and one to the left.

Can anyone explain this, thanks

The one to the left only appears when there is a new user waiting to be processed, on my forums anyway. It's probably designed that way so the alert won't need to appear in the dropdown of 'Moderator,' and possibly not be seen. That's my guess anyway.

Hmm, that makes sense. Or would make sense if one was for users and the other was for messages.

In this case it is a message waiting for approval, but not a new users. It's a user whose messages need moderating to to permissions after a warning.
 
This still makes no sense to me. I am testing with a member who does not need approval for the user (my long established test member). But if he is in a group that has posts requiring moderation, the posts go into the Approval queue, but I only get a flag in the left hand link Approvasl Queue, not on Moderator, although both links go to the actual approval queue where the post is.

It's a shortcut to always remind you that there is actually something in the approval queue I guess.

Hmm, that doesn't quite make sense. It makes more sense to have one place for posts and another for users, but that isn't happening.

I'm sure that's what it was in xf1

There is only one approval queue. This did change in XF2 as in XF1 there was a "Users awaiting approval queue" which was only accessible to administrators and only dealt with users in the Admin CP and the "Moderation queue" on the front end which only dealt with content.

It made a lot of sense to merge them into one. Not least that it's useful to be able to enable moderators to be able to make decisions on which users to approve (if they have that permission).

The "Moderator" menu is a list of moderator tools that are useful to moderators. The contents of the menu are always there whether there are items requiring your attention or not.

If there are items that require attention, we want to highlight that without it being buried in a menu, so we display the link outside of the menu.

We do the same with "Reports" if you're using the "Report center" rather than having reports sent to a forum. So here's what it looks like when there are outstanding items for both:

Ah, I don't use the report centre so the Moderator menu is not really a menu, all I see there is the approval queue which is also next door as Approval Queue. So still seems very odd to me:
