XF 1.3 Which JS file controls the navigation hovering?

I'd like to see if I can modify the hover delay... or at least make it so that if a member clicks on the navigation item before the sub menus open up that it takes the user somewhere. As of now, if you have the arrows disabled like I do, if a user clicks on the nav item without waiting for the hover action to happen, nothing happens and they think they either have to double click or that the nav items cannot be clicked.

I would just enable the arrows but I think that would cause different confusion, especially after not having them for the first few weeks.
