Where is the best place to tell your members the purpose and philosophy of your site?

For a start in a welcome email or conversation
on home page portal or wherever else tends to be a landing page
Or as a thread with link node at the top of the forum list
if it is short you can use a notice - dismissbale - if it makes sense with a link to a larger text.
In my experience stickies are not so good - people get "sticky blindness"
