XF 1.4 Where do I set this permission?

My forum is currently turned off. I can see it myself of course, but I can't access it on a second account I created, which I gave full admin permissions to.

Where is the permission that I'm overlooking?

If you have closed the forum, only administrators can access it.

If the other account can't access it then it isn't an administrator.

@Brogan When I 'edit user' the user in question is listed as "administrative" as their primary usergroup.

Usergroups do not make members administrators.

You should also not be changing the primary user group from Registered.

How come? It seems logical that if you want to change a regular user to an admin, you change their usergroup to the admin usergroup. Why should I leave it as 'registered'?
