Implemented When Deleting Posts / Threads

I've recently been troubled by the fact that deleting a post does not actually delete it. Most forums actually remove the concerning post. However, I've found that a) you can still see that deleted it and b) a select group of people can still view the deleted post. I think it is a good idea to make the "delete" button function the way it was originally made; to delete posts, not "hide" them.

Posts and threads can be soft or hard deleted, with the relevant permissions.

Only those with the relevant permission can view soft deleted content.
