What's the best way to check notices

I have lots of notices that I use for different sections and user groups. I'm currently redesigning them all with specific css. Of course most of them are set for reasons not valid to my account, so what is the best and easiest way:

• To check that they look right
• To ensure they appear to the correct groups and in the correct sections.

Create a test user account and change the settings of the test user so each notice applies.

Then log in as the test user.

That's what I do now, but it doesn't help when I need to test notices for people who haven't posted, or reach a threshold based on varying post counts, or who have returned after xx days.
