If an account cannot be confirmed, it is not sent to the registered members usergroup.

I'm talking about people who are already members and then their email bounced, it locks them and tells them to update it.

I do not have email verification required so sometimes i get bad emails , i would like for the system to recognize that and lock them until they fix it

You'll need to also create a user group promotion so that users with bounced email state is sent to that group which you can basically disallow whatever you wish then.

I seen this on a site using one of your styles is this something you did ? is there a stand alone add-on for it?

I didn't and no need for an add-on really as we've just indicated how to do it with core features.

We actually already display a notice when a user's email bounces.

You might just need to update the template or phrasing to adjust it as pictured.

The only prerequisite is setting up email bounce handling.
