XF 2.2 What could be causing these to be greyed out for certain members?

I am looking into why most members and staff on the forum are able to see these options in the screenshot below but one specific member is not able to.

I have the options myself but they do not seem to have them, they are set as a moderator.

Any help is appreciated, thank you

They need to click on the on the right hand side, then toggle bb code

Ah yes this has got me as few times too.

It's device specific, so you are able to have it toggled for each one you are logged in with.
