What advice would you give to a community owner/leader wanting to give up?

And yet nobody can point to actual evidence that would show it isn't just a conspiracy theory. It seems obvious to me that social media has to moderate defamation, extreme hate speech etc.
Social media can do it all they want. But the GOVERNMENT can’t!

Which to your second statement, has no members. So why not write that article as a starting forum post / article post, and boost the forum?

You are making blanket statements, which honestly, you should just stop doing. Every forum is different. Google loves forums just as much as any page on the internet. There is literally billions of posts made daily which Google has to filter the good from the everyday from the junk. An article to Google is no more than junk until established otherwise, just like a short few word post on a forum in response to a longer post. In essence, comments.

Some forums, each post is much longer in context, which makes some very large discussions per page. Stop taking your experience and making blanket statements as though fact. Fact is specific to your websites and your experience with them, not EVERY forum. Seriously, your blanket comments are more trollish than factual or informative.
From what you write it is clear that you know very little about SEO...
The fundamental thing for Google is to understand the value and relevance of a site...
A forum with almost all "chatter" posts and very little relevant content is frowned upon by Google. Then it is normal that my old forum with 378.7K posts has many indexed but still has many fewer than a blog with articles...
If you don't know these things, just do some research and study some SEO since these are the basics.

Apologies for bucking the trend and getting back on topic but to answer the op; one option might be, assuming the forum content has some depth or value to it, would be to hand it on to someone who does want it to continue. A staff member or even a member of the community perhaps? :unsure:

So, about 1,968 messages per month, averaged out. This is all organic growth. No paid ads anywhere.

I challenge you... this is my website on the topic of dogs (who doesn't have a dog?) I'll put a forum on it and we'll see if you can get it going... In addition to the website I also have its Facebook page with 76,761 and its Facebook groups connected with more than 30,000 members.
Obviously now you'll find an excuse because you're all good at chatting...

In 29 months that are more than 2 years, 2202 members who have written 57098 posts seem to you an acceptable number that makes a forum active??? It is a ridiculous number of users and posts for a forum that lives on users who have to write...

This is a screen of one of my groups (taken at random since I have several) that has 4394 registered users...

Just to balance the books and keep this thread off-topic, why is it so many people assume the only metric that matters is volume? There are plenty of forums that don't give a flying fig about the number page views, active members, post counts and the like. They exist purely to serve the needs of a particular community.

I'll take quality over quantity any day.
 
Leaving aside the fact that maintaining an online project has costs, it would be nice at least for the site to repay them with advertising. A forum is a place where users have to write, otherwise a WordPress blog is opened where maybe someone can leave a comment. The purpose and meaning of a forum are the users who register and actively participate by writing discussions and posts otherwise it makes no sense to have a forum also because Google does not look favorably on forums because in a forum, by its nature, there is hardly any valuable content! so yes, an active forum is a forum where users register and write posts, otherwise it is a dead project!
