XF 2.0 Watched threads not working?

A couple members are reporting issues about Watched threads no longer being watched (or getting notifications for them):
"They are still marked as “watched” on the website, but all of the new replies don’t show up in the alerts."

"It happened to me as well, but the reason for that was I stopped going on the threads: they were still marked as "watched" but since I stopped clicking on the notifications when they showed up they stopped showing up.
Once I went back to the threads to read new replies, I received notifications for them again."

How can I troubleshoot to solve this issue for the users?

As that is the way it is designed to work the only way I know of (apart from the persistent alert add on) is to emphasise the wording in the email notification this is the way it works.

I have edited the following phrase (used in the email template) to be large bold red text

You will not receive any further emails about this thread until you have read the new messages.
