Fixed Watched link text-decoration inconsistent

In Forums the Watched link is underlined when we hover over it. In Resources the Watched link is NOT underlined when we hover over it.

The difference here is that "Watched" under "Forums" is a link as well as a menu trigger, so it having text decoration is appropriate. "Watched" under "Resources" is not a link, it's just a menu trigger.

Going to call this an RM bug, though, and fix it by making "Watched" a link as well as a menu trigger.
