Lack of interest warning notes/conversations

You should take out the notes and just display the first post of the conversation to the user in the warning details. It's a pain to fill out both. I assume the notes are for brief comments, but in complex big boards you need to know exactly what was expressed to the user.

When you give a user a warning there is a notes text area. What you put in there is what is listed in the view warning area for that member's warning.
