Vbulletin and DownloadsII Importing

I just updated VBulletin from 3.89 to 4.25 and this time it looks like it went well, I then updated DownloadsII to 6.0.9 for the VB4 version.
This was done in anticipation of perhaps purchasing XenForo and the Resource Manager because I found a DownloadsII Resourse Manager Importer here:

I'm unable to ask questions in that forum but it mentions that it's Compatible with XF 1.x versions 1.4, 1.5, am I correct in assuming that I could perhaps Install XenForo 1.5, import VBulletin 4.2.5 and then run the DownloadsII importer? Then afterwards upgrade XenForo to the latest version? The Downloads are very important to me.
Also the importer mentions this:

This addon requires the following

• Convert Threads to Resources addon to be installed
• XenForo Resource Manager addon to be installed
• Valid vBulletin import archive log.
• A forum to temporarily create threads (temporary threads will be deleted automatically

The link to Convert Threads to Resources also mentions XenForo 1.5.
I'm currently running PHP 5.6 but will have to upgrade to 7.2 in a couple of weeks.
Any suggestions or if you guys think this would work.
