XF 2.1 vB4x to XF2.1 - attachment question

Currently on vB4x. About to convert to XF2.1. All our attachments are in the database. Do I need to move them to the file system before importing to XF?

The importer should be able to deal with either configuration.

The documentation says if you have the atttachments in the db the importer doesn't need the directories
