Users should not be allowed to ignore members of the moderator or admin usergroups

I know that members can't ignore staff, but our definition of staff means people employed by the company and that does not include moderators.
Also there may be unwanted legal ramifications for us and the moderators if they are marked as staff.
So I think we need a usergroup option Not Ignorable, off by default, but if set to on makes members of the usergroup unignorable.

Or a warning to the moderator that they messaged a member that has them on ignore.
