XF 1.4 Users cannot update Avatar

After moving my site from one host to another, I've run into a peculiar issue. When I try to update an Avatar on any account, it comes out as a broken image.

I have no idea what could possibly be causing this. Any help would be appreciated.

Note: I did try to disable all add-ons as well.

Ensure the data and internal_data directories are chmod 0777 recursively.

You can usually do it via your FTP client by right clicking on the directory and choosing 'permissions'.
