XF 2.3 usergroup promotions

Hi
I setup an user-group promotion
if user is "Approved" usergroup (secondary), and he load at least 3 media into XFMG, the user will be upgraded also to "certified" usergroup (secondary), if later he remove the media, he will be downgraded and removed "certified".
I test it, but it doesn't work.
sometime usergroup got assigned, sometime not,
any idea or documentation about it?
how often the cron run to update that status?

Assuming that the promotion has been set up correctly, it might be that a custom add-on that affects the promotion process could interfere with the default process imo. Have you installed such any add-ons?
