Usergroup Permission

When i make changes to permission for different usergroup for different categories and hit save I get this error message.

What would cause this?

The regular permissions work only when i try to change it for different resource categories. would mod security only affect that?

I still suspect mod security but I have explained how you can confirm the actual error, rather than what is being reported due to a server redirect.
