I think you can already do that using permissions. If I understand what you're asking correctly of course. Go in the node tree, and select the forum you want to allow this in, then choose which usergroup you want to enable it for, then scroll down to the Forum Permissions section and adjust the settings that you want.

You want the creator of a topic to be able to act like a moderator in that topic? As in, delete/edit other's posts in the topic?

I've been working on an addon to do this (although one may already exist).
