XF 2.1 User return from bounced

The only thing that would cause that message to be displayed is if the user themselves have previously changed their email several times in the last hour. It shouldn't prevent an admin from changing the email address for them either.

there is an eternal cycle that the administrator can solve and this is a bug. This user cannot solve this and change their mail
