XF 1.4 User Email Change Permissions

When a user is trying to change their email it says:

"You do not have permission to change email address."

I have allowed the user to edit their profile in group permission but still.

Are you sure that's the correct error message?

There are no permissions relating to changing email addresses, so that error might be coming from an add-on if it is correct.
