Notices/user-group promptions/etc use a "criteria" system which is really janky. It would be very nice if it implemented something like cloudflare's rule system which has a simple enough UI which spits out an expression which supports more complex logic.
Using symfony's expression language, would be an ideal match for this sort of thing.
