XF 1.3 Uploading Images

I get this error. I believe I have everything in my attachment menu set up right.
The uploaded file is too large for the server to process

Most likely it is a php.ini restriction. What size is the file/image that you are trying to upload?
What are your ACP settings at?

I check my ACP settings and they are all maxed out I believe. I went under user permissions and under the attachment menus. The file sizes are around 4-7 mb

Now I am getting error message saying any file i upload is basically too large. Where do I go to edit this information. Pretty new to the whole coding thing.
