XF 2.2 Upgrade to 2.2 - 54 file(s) that do not appear to have the expected contents

I get this notice (on two different test URLs):

There are at least 54 file(s) that do not appear to have the expected contents. Reupload the XenForo files and refresh this page. Only continue if you are sure all files have been uploaded properly.

Reuploading doesn't help

Download the archive from your account again - there may be an issue with the files already downloaded.

If you have cPanel (or similar), the best way by far to upload files is to use the File Manager app to upload the zip archive, and extract directly on the server.

Or use SSH if you are familiar with that.

Same thing happens having re-downloaded and extract the compressed files on the server with cpanel.
