Is it possible for an Admin to bulk clear users "watch thread" and "and receive email notifications" settings?

You can do it with SQL queries if you're comfortable doing that and have access to e.g. phpMyAdmin.

Yes thats no problem, its a test site so not critical if it goes wrong, if you could let me know the queries that would be helpful.. thanks

UPDATE xf_user_option SET email_on_conversation = 0;
UPDATE xf_user_option SET default_watch_state = '';
truncate table xf_thread_watch;

That should do it.
