I have users that post x-rated tweets. I have not found a way to stop the unwanted unfurl of tweets. "Unfurl URL to a rich preview automatically" doesn't seem to work in this instance.
Tweets don't "unfurl" exactly. Unfurls are characterised by the blue box with an image, URL, description and favicon/domain footer. They all look the same, and they never load in rich content aside from what is mentioned above.
We do have a BB code media site for Twitter that embeds the Tweet from Twitter directly (like YouTube embeds):
You can disable this in Admin > Content > BB code media sites.
