As designed Unable to Selectively Quote in Locked Forums and Threads

I can confirm this here and couldn't find anything related with a search.

If you're viewing a thread in a forum you can't post in, such as Announcements here, or a locked thread, the select to quote feature doesn't work.

This may be as designed, but I'm not sure. It may be that it follows the same lines as not being able to quote an entire post when a forum or thread is locked.
