XF 2.3 Unable to merge a template

After the upgrade to 2.3 this is the only template that is having an issue:

_help_page_cookies

This is what I get when I try to merge it:

Oops! We ran into some problems.​

No previous version of the parent could be found. Merging is not possible.

What happens if you just revert it? Copy what's there, revert it... I use Beyond Compare anytime I have to manually update templates.

But in this case, you likely don't need to and just revert it and it's fine. I hate seeing that damn message in the admincp about outdated templates as well... should be able to dismiss it
