XF 2.2 Unable to install Weekly Digest addon

After uploading, there is the new directory /community/library/Andy/WeeklyDigest

But I still got "No add-ons are installed or available to be installed." on the Addons page. What can I do now?

Also, to which directory I should upload the xml file?
