XF 1.3 Total Members != xf_user row count

Looking at Total Members count in ACP /admin.php it doesn't match with xf_user rows ("select count(*) from xf_user;") and a difference between the two values of 12%

Should counts be different? What would cause me to have a difference?

The count in the Admin CP is the total number of users in xf_user who are of user_state valid and not banned.

This is the actual query:

            SELECT COUNT(*)
            FROM xf_user
            WHERE user_state = 'valid'
                AND is_banned = 0

Thanks, I see I have a high percentage of users in email_confirm state
