Fixed Top Contributors block/Most Media tab inconsistency

Hi,

The Most Media tab at the Notable Members list doesn't takes in account banned members for the ranking. However the Top Contributors block shown on the gallery index includes banned people in the ranking making it inconsistent and confusing.

The Top Contributors block should exclude banned members just like the Most Media tab does.

I have removed banned members from the top contributors, recent albums and recent comments list.

Content from banned members is still valid content. You should remove it if you don't want to see it.
