The tooltip in the screenshot is a "browser tooltip".
The appearance of such a thing is rendered by the browser or OS. The behaviour can't really be overridden by XenForo.
The jQuery ones that XenForo renders do increase in size when zooming, however:
I thought the tooltip that appears over date and time stamps, such as on posts and member cards, was added with CSS in XenForo or something because, for example, if the date format is changed in the language from that in the screenshot to, say, M/D/YYYY, then the tooltip would also show the change (e.g., 8/10/2014).
In addition, I thought it was on a site per site basis because on Facebook, for example, it appears as "Sunday, August 10, 2014 at 10:50am."
The content of the tooltip is separate from the fact that it is a browser function.
