Are the forum descriptions supposed to be in the tooltip?

Yes. There is a style property to change that if you prefer.

It isn't showing for me on any xenforo site I visit.

That's a category description, they don't display in tooltips.

If you're using a touch capable device, then they will show below the forum title as tooltips don't work on touch devices.

I disabled the touch screen to see what it looks like, but when I re enabled it the touch screen no longer works on XF sites and the tooltip still shows.

EDIT: It is working now.
