Not a bug tooltip even in notooltip="true"

In template message_macros avatar has parameter notooltip="true" but tooltip is shown on hover (Xenforo site too).

Not sure if you're mistaken or whether you meant to mention a different template but the message_macros template does not contain notooltip="true" anywhere so this bug doesn't appear to be valid.

Sorry, I meant member_tooltip template. On 7th line <xf:avatar user="{$user}" size="m" notooltip="true" />, but tooltip is shown on hover on avatar.

Not able to reproduce that here. Hovering over the avatar inside the member tooltip doesn't do anything, and clicking on it takes you through to the profile (usually clicking on an avatar would trigger a tooltip, but clearly we want to prevent that if the tooltip is already open).

I see no issue here.

It is the avatar INSIDE the tooltip that isn't able to trigger another tooltip.
