and Use Rich Text Editor shouldn't be in the opposite corners and look different (one an image and the other a link).

I disagree, I think the button is in the right spot if it's the rich text editor, and since it's not rich text, it's just a text area, so the link to switch ends up below it. Not pushing down the text area.
