Toggle for resource description tagline requirement

Tag lines aren't "a thing" on the core feature of XenForo: discussion threads. As such, I would like to put forth a suggestion to...

1. Add a global XFRM option on/off toggle to enable/disable the requirement of a tag line. Ticked = as is currently, required. Unticked = no longer required, not rendered to the client/user.
2. If the global XFRM tagline requirement is unticked, the content displayed to the user would be identical to what is done when mousing over a discussion thread: an overall preview.

I am aware that this exists: https://xenforo.com/community/resources/ozzmodz-xfrm-remove-tagline.8600/ - but unsure if it's functional on XF 2.3, as it was created for XF 2.1 and 2.2 series.

Oh, very nice! I had originally implemented a basic file drop-in that Chris D provided here: https://xenforo.com/community/threads/remove-validation-tag-line-deleted.200862/post-1549916 hence the suggestion thread for it to be controllable in the ACP. Looks like your addon hits the nail on the head!
