Lack of interest Time span for Notices

I think it would be good if we could decide on how long a particular notice is to stay before it changes to the next one. For eg: if a notice has quite a bit to read, then I would expect it to stay there for as long as I have time to almost finish reading it.

Hi Brogan, what I meant is something which gives the admin the ability to increase or decrease delay between two notices without the user having to move his mouse pointer over it. Anyway, no issues.
