So I'm talking about the link on the topic itself, you look carefully and the last 2 letters gg are not included in the link. Where another topic has a full name in the link

Where link? We look at the topic name editor lagg. There is no link to the last 2 characters.
We look at another screen where in the topic there is a link to its full name

This appears on Chrome and Chrome-like browser.
Opera: 63.0.3368.107 and 64.0.3417.54

Are you referring to the underlined portion? If so, that's just typical behavior with text-decoration.

The letter g extends below the line, hence no underline on hover for that character.

What do you say to this? When the Firefox browser displays this correctly as a link. Since when have links ceased to be underlined?

Chrome changed the default behaviour in Chrome 64 (I think) so that descenders aren't underlined.

Technically, Chrome applies text-decoration-skip-ink: auto by default whereas other browsers are using text-decoration-skip-ink: none if they even support it - many aren't:
