I pushed on the button "upgrade" via the ACP but I'm facing a technical issue: The site is currently being upgraded. Please check back later.
I also tried manually but no change...

Of course, before doing this, I waited 20 minutes...

How do I remove this message because the whole dev. part of the website is down and before moving to XF 2.17 on the prod. I would like to migrate the dev. part.

FYI: Folders: Data & internal_data are set to 777.

Navigate to /install - that should prompt you to log in to run the upgrade.

Idd... My apologies for this useless post...

I have this screen now:

I applied 777 on the folder "data" via CP but I think I have to wait a few minutes for changes.

The changes should be instant.

If you are still getting permission errors then they haven't been applied correctly - ensure you do it recursively for the whole directory.
