The license for articles

I was wondering about the license for Resource Manager. Does that enable you to write / add pages to your website and manage / edit them in a convenient manner?
Currently it's only a forum and I would like to add some static pages, but the basic install doesn't seem to have any decent functionality for that.

I use it for articles as well as for downloads. It can work for articles but not as well as a proper CMS, especially from an SEO perspective. I may get something like @Bob
