The HTML template added to the widget is not edited within itself.

Solution
If the template was ever edited in the style rather than the widget interface, then the widget template would be considered "customized" in that style and any updates to the master template (from the widget interface) would no longer be picked up automatically.

In any case, you can just revert the template in your styles and ensure the template is only ever updated from the widget interface.
Does the template show as customized in your style? If so, you will have to revert it for changes from the master template to be picked up.
 
I've actually run into this bug before as well. I ended up deleting the widget, recreating it and it worked as normal. This was on 2.2 though.
 
There is 1 such html. Maybe I made a mistake while merging the template because I don't understand the logic of merging the template while upgrading the version. I will delete the widget in question and open it again. But I thought there shouldn't be a solution like this.
