This thread talks about how reCAPTCHA gets used in XenForo.
There are some reasons for certain webmasters to prefer reCAPTCHA over hCAPTCHA, hence this thread.

To be honest, reCAPTCHA is not blocked by mainland China only if being accessed through "recaptcha.net".
The solution of this bug is simple: If setting up using reCAPTCHA in XenForo, then please use "www.recaptcha.net/recaptcha" in lieu of "www.google.com/recaptcha".

Until XenForo officially rolls this fix in, an addon can be written to hot-replace this domain through webpages delivered to visitors' browser.

Looks like the access issue of XF customer account download page can be solved sooner than expected (if not going to replace reCAPTCHA).
 
Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XF release (2.2.5).

Change log:
Use an alternative ReCaptcha URL to ensure better availability.
