This is the only criteria I'm modifying, everything else is default. The promotion is not catching any users. What am I missing?

XenForo only runs promotions on users that have been active in the last 2 hours so it's likely nobody that matches the promotion has been recently active. You would need to run a promotion rebuild to retrospectively promote all users, which you can do at ACP > Tools > Rebuild caches > Rebuild user group promotions.

As Lukas mentioned above, it should work fine on 2.3 as-is, but if you come across any specific issues then let us know.

where there are six criteria relating to the user having a number of threads in forums, would it be possible to add an item to the list which is 'in the current forum'? So that we can manage criteria based on whether or not the user has thread(s) in the currently viewed forum?

Probably not, but I was going to ask @Xon if he would add what was in this add-on into his existing add-on (https://xenforo.com/community/resources/user-criteria-by-xon.9073/) when I get closer to an upgrade for my sites.
