When I try and tag an old (by registration date) user who has zero posts, I have found that their name doesn't display in the list that's generated even after typing full username. Is this by design?
Yes, we only show users that have been recently active (last 6 months) to reduce the potential noise for most scenarios. You can still tag them manually, they just won't auto-complete.
