It looks like I solved it now.
http://freegeoip.net is no longer active and had to change to ipstack.com

I'm using TAC Bot Arrestor and I have a member who keeps getting blocked from accessing the site when he's on mobile.
He gets this error for a few days, it clears up and he can access again for a brief period, before he gets blocked again:
Is that error message coming from the TAC Bot Arrestor? I've checked the logs, but the IP address he gives me is never listed as one of the locked out IPs.

think the owner sold his development of this utility. you could try zbblock. number of people have used that for blocking.
it does a lot more than just block bots. Also it is not a xenforo addon so editing ini files and manual setup is required.
