I believe that comment reflected doing an integration of it (hence xenPiwik). If it's just a JS snippet, then that would be allowed.

It does have a JS snippet to be inserted in webpages. But unfortunately it's of no use unless you install Piwik on your own server. See the FAQ entry over here:

How does Piwik work?

Piwik has to be installed on a server with both PHP and MySQL. At the end of the 5-minute installation, Piwik will give you a Javascript tag which you add to the bottom of each page of your website. Piwik will then record the activity across your website within your database.
 
well , that's obvious ..
XF can't include Piwik itself but they can make the integration (Piwik JavaScript Tracking) of it , so getting and installing Piwik is up to admin
