XF 2.3 Stripe and PayPal payments succeed but user upgrade is not applied (“OK, no action”)

Hello,

I am on XenForo Cloud 2.3.11 and am having trouble with user upgrades. Both Stripe and PayPal payments complete successfully on the processor side, but XenForo never applies the upgrade.

What happens

• User registers and is approved.
• User purchases a 1 Year Membership upgrade.
• Payment succeeds (Stripe Checkout shows paid/complete; PayPal sandbox payment also completes).
• User is returned to the site and sees: “Thank you for purchasing this upgrade. When the payment has been approved, your account will be upgraded.”
• The user remains in the “Pending Payment” user group.
• Active user upgrades for that user shows “None”.

Payment provider log
Stripe entries show:
Information: OK, no action
on checkout.session.completed events that contain a valid request_key, payment_status: paid, and status: complete.

PayPal sandbox payments do not create any new log entry at all.

Environment

• XenForo Cloud 2.3.11
• enableLivePayments is currently set to false (test/sandbox mode)
• Stripe test-mode webhook endpoint is active, returns 200, and the signing secret matches the payment profile
• PayPal profile is using sandbox Client ID / Secret
• Register show upgrade options add-on has been disabled for testing
• No user-group promotion is forcing the Pending Payment group
• The same upgrades worked in a live test in May 2025

Has anyone seen XenForo accept a completed payment webhook (or a PayPal return) but then take “no action” and leave the user un-upgraded? Any suggestions on what to check next would be appreciated.
