Does the storage quote only apply to media that is actually uploaded, or does it count towards embedded media as well?

Only uploaded media.

Embedded media is still hosted on the originating server, so doesn't take up any physical space.

thanks you, i also wondered if i am ok to delete xenmedio now that i have imported it to the gallery?

If you are sure everything has been imported correctly and you no longer need/want it, then yes, you can uninstall it.

there were no images i can think of being fetched from xenmedio tbh, it was all emedded youtube videos
