Stop members who sign up with url in profile

Looks like there are tons of new users who sign up just to spam their url in their profile. They never post anything and they don't know that their url is worth zero seo wise. That said, it's a pain to clean up those fake accounts.
Is there anyway we can disable url in the profile or auto block those that just sign up and have a url in their profile?

Remove the permission to edit profiles for new members (Registered user group).

Promote members to a user group with the permission allowed after x posts.

Is there a permission so all profile edits by new members are moderated in a queue?

@Xon 's Signup abuse addon has a feature to catch spammers with links in profile. Its a great way to catch spammers on registration.
